Yes, foreigners can own boats here — but not by hoisting a flag.

Everything depends on which of two legal routes you take, and the decision is made before the offer, not after. Get it wrong and the vessel cruises but cannot earn, or earns and cannot be defended.

In short

Start with a scoping conversation, not a contract. There is no charge for it, and if the honest answer is that your plan does not need a PT PMA, we will say so.

  • Cabotage reserves domestic commercial carriage for Indonesian-flagged vessels. If charter income is the goal, plan for the Indonesian-flag route from the start.
  • Budget import duty plus VAT on assessed value — commonly a quarter to a third of that value once fees are counted. The assessed value is negotiable evidence, not a sticker.
  • Mostly you do not need to be here. Company establishment, tax registration and much of the licensing run under power of attorney.
