Tourist-ready: USD 800K to 1.5 million

The workhorse tier: open-trip and mid-market charters out of Labuan Bajo. The hull is often the smaller share of cost; the rest goes into engine, tanks, wiring and certification. Corners get cut here most, so an independent surveyor earns their fee.

Premium charter: USD 1.5 to 3.5 million

This is the tier the Komodo and Raja Ampat charter market actually rewards. The step up is engineering and finish: a naval architect on the drawings, calculated stability and tankage, adequate generator and watermaker capacity, and an interior designed rather than merely carpentered.

Boutique-hotel standard: USD 3.5 to 6 million and beyond

Here the phinisi is a floating boutique hotel. Owners bring in a design studio, specify imported fixtures, add spa or dive-centre spaces, and duplicate critical systems. Six million is not a ceiling; above it, cost follows ambition rather than necessity.

The cost drivers that actually move the number

Timber

The traditional specification is ironwood (ulin) for the keel with teak above. Long, clear ironwood has become scarce and regulated, so documented timber carries a premium and months of lead time. The real risk is a yard quietly substituting species, so independent timber inspection before it enters the hull is cheap insurance.

Yard reputation

There is no standard Sulawesi day rate. Established master builders charge more than newer crews, since hull faults cannot be fixed after launch. A respected yard quotes longer but delivers; a hungry yard quotes fast and stalls once payment clears.

Class and compliance

An Indonesian commercial vessel needs flag registration, tonnage measurement, safety certification and, for larger builds, classification with Biro Klasifikasi Indonesia (BKI) or an equivalent society. Building to class from the keel costs more upfront; retrofitting compliance later is far more expensive, and some deficiencies cannot be fixed.

Fit-out tier

Fit-out is where budgets detonate: air conditioning drives generator size, and hotel-grade expectations drive soundproofing and sewage treatment. A written specification and bill of quantities agreed before the keel is laid keeps every later change a priced variation.

Timeline and payment structure

A realistic schedule runs 18 to 36 months from timber order to handover: roughly a year for the hull and launch, then another year for systems, interior and certification. Payments should track milestones, not calendar dates:

  1. Mobilisation and timber purchase, released against verified timber documentation
  2. Keel, framing and planking milestones, each certified by an independent surveyor
  3. Launch and delivery of the bare hull to the fit-out site
  4. Engine, systems and interior milestones
  5. Sea trials, certification and final handover retention

Why a costed build contract and stage oversight are non-negotiable

Traditional yards have built magnificent ships for generations on handshakes and trust inside their own communities. A foreign owner wiring six or seven figures from abroad is not inside that community, and the informal system does not protect them.
